The fatal encounter occurred on March 15, 2025, in South Padre Island, Texas. Department of Homeland Security (DHS) agents were on-site assisting local police with traffic control following a vehicle accident. While the agents were ostensibly there for traffic support, records confirm they were simultaneously conducting immigration enforcement.
Conflicting Accounts of the Shooting
The circumstances surrounding the discharge of weapons remain a point of intense dispute:
- The DHS Narrative: Officials allege that Martinez “intentionally ran over” a Homeland Security Investigations agent with his car. In response, another agent fired what the department characterizes as “defensive shots.” The agent struck by the vehicle was treated for a knee injury and later released.
